Those are monthly rents. Rent stabilization is a program that allows landlords to get significant tax breaks if they enroll units or entire buildings. Those units (or buildings) then are required to provide lease renewals to tenants always and to only raise rents the amount set by the city. Each year, the Rent Stabilization Board, advocates for tenants and the associations for landlords all get together and yell a lot until they come up with that year's increases. Under De Blasio our increases have been very low. Under Bloomberg they were much higher. San Francisco has a similar program to attempt to keep housing affordable. It's very difficult to find rent stabilized units however because once someone gets one, they don't move. Ever. I've been in my place for 19 years.
